18 June 2026 carbon budget online conference


The atmosphere is becoming increasingly saturated with greenhouse gases that are warming the planet and gradually rendering it uninhabitable for humankind. We produce 57 billion tonnes of CO₂ equivalent per year, yet plants and oceans can only absorb 15 billion tonnes. How can we realistically and in a way that is socially acceptable to the global population, reduce 57 to 15 billion tonnes…

The appropriate approach is the carbon account or climate budget mechanism: the French and German proponents of the mechanism and its variants will discuss how it works on 18 June from 5.00 pm to 9.00 pm CEST.

Why such a meeting


The most socially responsible French and German citizens are joining forces for an unmissable symposium on 18 June, which can be attended via video link. The event will discuss how to curb greenhouse gas emissions in a way that is acceptable to all, whilst rewarding those on the lowest incomes (those with the smallest carbon footprints).


The carbon accounting mechanism that is supported by Klima-budget.eu in Germany ensures an annual reduction of 6% whilst holding all economic actors accountable, by: firstly, labelling all products and services in kilograms of CO2e (or, more simply, in ͼ); secondly, allocating an annual allowance of 9,000 ͼ to each person (the national average); and thirdly, reducing this allowance by 6% each year, thereby reaching 2 tonnes by 2050, as agreed by all parties in the Paris Agreement.

But this requires debate... What specifics need to be taken into account and how can we push forward a politically viable budgetary approach? How can this be extended to poorer countries? Will the measures to prevent speculation be sufficient and even accepted? Will children receive the same allowance as adults or half of it? Are the most disadvantaged at risk of running out of carbon credits? Will the joint and independent carbon agency be robust enough? Does the decision to reduce the allowance by 6% per year require a majority vote by citizens? Will the impact on companies be sufficiently effective?...


Current climate policy is reaching its limits. Without setting limits on individual greenhouse gas emissions in industrialized countries, the climate crisis can no longer be resolved. What approaches exist for this, and what debates do we need to have?
